In August last year, lifeguards employed by Coffs Harbour City Council were advised that their service could be outsourced to a private contractor. The process which was followed during this time was deeply concerning the United Services Union, as there was a view a definite decision had been made without proper consultation.
In response, the USU launched a determined campaign on behalf of its members to protect the lifeguards service and keep them employed as Council workers. The campaign was marked by strong industrial action, significant community engagement, and widespread media attention that highlighted the critical role lifeguards play in keeping locals and visitors safe. USU Organiser Zac Sheather and Acting Northern Industrial Officer Luke Hutchinson were quick to respond on behalf of our very concerned USU Lifeguard members.
The perceived decision by the Council representatives at the time was deeply concerning to the community, as it raised concerns about public safety, service quality, and the future of a highly skilled local workforce that has long been a trusted presence on Coffs Harbour beaches.
USU COMMUNITY CAMPAIGN
Public support quickly grew as residents across the region voiced their opposition to privatisation and their confidence in the existing team with a online petition being circulated and accumulating almost two thousand signatures within weeks of being published.
As pressure mounted, an extraordinary meeting of Coffs Harbour City Council was convened and after extensive debate, Council resolved for management to undertake a comprehensive and transparent consultation process with both internal and external stakeholders before making any final decision regarding the future of the service. This commitment ensured that community voices, frontline experience, and operational data would all be given appropriate consideration.
Over the past six months, Council engaged extensively with stakeholders across the Coffs Harbour region and gathered detailed information and performance data to assess how the lifeguards service operates, and to assess its value to the community. The consultation captured perspectives from beach users, emergency services, community representatives, local businesses and the lifeguards themselves, offering a clear picture of the service’s effectiveness and reputation.
In addition, regular and constructive meetings were held between Council management, the lifeguards’ team, and representatives of the USU which focused on service delivery, operational efficiencies, and the future sustainability of the lifeguards’ team. All parties involved approached these meetings in a professional and respectful manner, with a clear shared goal of achieving the best possible outcome for public safety and the community.
The collaborative approach proved highly productive – with open dialogue and genuine engagement, concerns were addressed, solutions explored, and mutual understanding was strengthened. The process demonstrated the value of meaningful consultation and reinforced the importance of listening to the workers who deliver essential services on the frontline.
GREAT WIN
The USU is now pleased to announce that after carefully considering all feedback, data, and stakeholder input, Coffs Harbour City Council has now made the decision to retain the lifeguards service in‑house. This outcome represents a major win for public safety, local jobs, and the broader community and it ensures that the service will continue to be delivered by experienced, locally based professionals who understand the unique conditions of Coffs Harbour beaches.
The USU has welcomed the decision and extends its sincere appreciation to everyone who supported the campaign.
