Stephen Mulholland, Toby to those who know him well, is a legend of the mighty USU.

Joining the MEU in 1982, back when he began his career in local council, Toby has been a delegate and committee member of our Central West branch for many years.
Known for his ability to resolve local issues quickly without sacrificing anyone’s dignity or respect, Toby demonstrates the enormous benefits a strong workplace delegate can bring not just to the union but to members and employers.

Working at Mid-Western Regional Council, Toby has supported and advocated for countless members. No matter the complexity, impact or number of members directly affected – Toby’s advocacy is delivered at the same high standard.
In addition to member advocacy and support, Toby is one of the best recruiters in the Central West.
