With new councils joining and the first payments rolling out, the USU’s Worker Retention Payment (WRP) campaign is delivering real results.
In exciting news, Waverley Council – one of the few metro councils not already on board, has now committed to applying for WRP. This decision is the result of advocacy from USU members and means almost every eligible council in NSW is now involved.
Even better, Campbelltown City Council has become the first to be approved for WRP funding. While some final steps remain before payments are processed, this milestone sets a positive precedent.

Understanding the Fair Work Commission Decision
The Fair Work Commission (FWC) has proposed new minimum pay rates for ECEC workers covered by the Children’s Services Award, based on the finding that the sector is undervalued.
Here’s what’s proposed:
- Pay increases of around 10% to 30%, with the biggest boosts going to the lowest-paid workers.
- Increases would be rolled out over five years.
- The first increase, around 5% could take effect in August 2025.
These changes are not final yet. The FWC is now reviewing submissions from unions, employers and other stakeholders before confirming the final pay structure. More hearings will be held before the new award is locked in.
What About Local Government ECEC Workers?
USU members in early education work under the Local Government (State) Award, not the Children’s Services Award.
So while the FWC decision is a big step forward for the sector overall:
- It doesn’t directly change pay for local government ECEC workers.
- But it adds pressure on councils to lift wages and stay competitive—especially with staff recruitment and retention.
- And importantly, your WRP payments are still guaranteed, regardless of what happens with the award review.
