The United Services Union (USU), based in New South Wales, Australia, is proud to lead the campaign for the ratification of ILO Convention 151. Representing over 30,000 members across local government, electricity, public utilities, airlines, and administration, the USU stands at the forefront of advocating for public sector workers’ rights.
What is ILO Convention 151?
ILO Convention 151 currently ratified by 59 countries is a vital international standard that guarantees public sector workers:
- the right to freedom of association,
- protection from anti-union discrimination,
- collective bargaining.
Why It Matters in Australia
Australian public sector workers have faced arbitrary wage caps, bargaining restrictions, and individual contract regimes. Ratifying C151 would restore fairness, support wage growth, and reaffirm Australia’s commitment to international labour standards.
USU Leadership and Momentum
Led by General Secretary Graeme Kelly OAM, the USU has reignited national attention on C151. Graeme’s strategic role on the Administrative Committees of both the NSW and Federal Labor Party positions him to lead critical discussions with government ministers. His advocacy is central to progressing this campaign.
Current Status and Call to Action
Following positive engagement with the Australian federal government, a Law and Practice Assessment is underway. With new ministers in place, especially the Attorney-General, continued advocacy is essential. Graeme Kelly will resume leadership of this campaign early next year.
